In the Fall of 2023, the National League of Cities and National Governors Association (NGA) launched the State and Local Collaborative to Support an Inclusive Workforce for the Electric Vehicle Charging Sector (EV Workforce Collaborative). Powered by the Siemens Foundation, the collaborative aims to help state and localities align policy, planning and funding to develop accessible career pathways in the EV sector.

Over the course of the initiative, the Collaborative addressed three key challenges:

  • Policy Alignment & Funding: Accessing and leveraging federal funds and programs, and developing shared electrification vision, goals, and strategic plans.
  • Pathways Development: Developing consensus on skill needs as well as pathways towards family-sustaining jobs.
  • Career Accessibility & Talent Sources: Building better onramps by addressing non-skill barriers workers often face.

 NLC and NGA brought together a National Taskforce made-up of federal, state and local stakeholders to guide the work of the Collaborative. Chaired by Mayor Stephanie Piko of Centennial, CO and Justine Johson, Senior Vice President & Chief Mobility Officer for the Michigan Economic Development Corportation, Taskforce members provided insight and expertise that guided the direction of the issue-area working groups (outlined above) and supported efforts to develop and distribute key resources. This taskforce succeeded in its mandate to engage government, industry, and workforce leaders to identify key opportunities, challenges and resources to advance the goals of the Collaborative.

The culmination of the Collaborative’s work is the State and Local EV Workforce Resource Hub. Within this hub you will find resources to support your EV infrastructure and workforce development:

  • EV Infrastructure Development Policy & Planning: There is no denying the future is electric, which requires fundamental shifts in infrastructure planning and development. Start there to assess where your city, state, or region is in terms of readiness.
  • EV Workforce Strategy & Development: Keeping pace with industry and infrastructure development requires agile, accessible workforce solutions. Share these resources with your local, regional, and state education, economic development and community-based organization partners to ensure your community is prepared.
  • EV Training Programs & Curriculum: A myriad of training programs and a spectrum of credentials are available. Use this list to inspire alignment conversations with your state education agency, local education partners and employers.
  • Thought Leaders & Exemplars: Given the dynamic nature of electrification, we recommend following these trusted voices leading by example.
