The Local Update of Census Addresses (LUCA) operation is your community’s first – and best – opportunity to help ensure every resident is counted in
the 2030 Census. The accuracy of your population count starts with the accuracy of your address list: if a household isn’t on that list, it likely won’t be counted in 2030, and your city will miss out on funding, representation and planning data for the next decade.
Although LUCA officially opens in 2027, communities that begin preparing now will be best positioned to act quickly and thoroughly when the window opens. A good starting point is understanding how your community approached LUCA in the lead-up to the 2020 Census.

NLC’s interactive map shows which municipalities, counties and states participated in LUCA in the runup to the 2020 Census, along with the department or agency that led each government’s effort. Because LUCA took place several years ago, many of the staff involved may have changed roles or moved on. This tool is designed to help your community pick up the thread and see what was done last cycle, identify who to loop in this time and start preparing for the LUCA operation.
How to use the map
For each government shown, the map indicates the department or agency that led its LUCA effort. To find your own community, zoom in or use the search bar. If your municipality doesn’t appear, your community may not have participated at all, or the effort may have been run by a county or state government. Use the Layers tab on the left to show or hide each government type and see whether another layer of government was operating in your area.
