Local Policy Levers
This list of state-enabling policies notes the housing programs and policies that your state permits for municipalities, as states differ on these terms.
Three of the local policies highlighted have available data and are clearly related to issues of local authority/preemption: tax incremental financing (TIF), land banks, and impact fees (or linkage fees). If your state does not permit municipalities to enact one of these local policy levers, a red “X” will appear next to the definition. Please note that even if the state does not explicitly enable one of these policies, there may still be opportunities for municipalities to enact these local policy levers. Thus, for each of these local policy levers highlighted in the tool, we recommend that you connect with a city attorney to determine the legality of adopting these practices.
Cross-Sector Strategies
These strategies present the possibilities of partnerships and exploring financial mechanisms to uncover new opportunities to boost the local housing supply. Consider partnerships with local stakeholders interested in housing initiatives and collaborate with financial institutions that share the goal of producing, improving, and preserving the local housing supply. Leveraging public-private partnerships can combine public and private sector resources for a greater impact. By engaging these diverse partners and financial tools, you can create a supportive network and secure the capital needed to enhance the housing supply.
