National Black Caucus of Local Elected Officials


The National Black Caucus of Local Elected Officials (NBC-LEO) was created in 1970 to represent the interests of African American local elected officials within the National League of Cities (NLC).  NBC-LEO's objectives include increasing African American participation on NLC's steering and policy committees to ensure that policy and program recommendations reflect African American concerns and benefit their communities.

The organization also works independently with its members to inform them on issues affecting the African American community and helps to devise ways to achieve their community objectives through legislation and direct action.  NBC-LEO conducts its annual meetings in conjunction with NLC's Congress of Cities and Congressional City Conference. 

NBC-LEO welcomes new and returning members each year.  The easiest way to join NBC-LEO is by paying annual dues and fees via the November Congress of Cities registration process.  Information about joining and dues and fees is available on the NLC Congress of Cities registration form.  Dues and fees can be paid online in conjunction with the NLC conference registration fee.  Prospective new members may also join throughout the year by filling out the membership application located in the membership brochure and submitting it to NLC via its instructions.

NBC-LEO 2012 Board of Directors

The NBC-LEO Board of Directors is elected annually at the NLC Congress of Cities from the group’s membership.  Each year, members are encouraged to submit their nominations for service on the Board.  For information about Board nominations and an application form, see the section about membership.

2012 NBC-LEO Summer Conference, New Orleans, Louisiana, July 5 – 9, 2012
NBC-LEO summer conference will take place in the vibrant city of New Orleans, Louisiana, Thursday, July 5 – Monday, July 9, 2012. Sessions will include voter suppression issues, grassroots involvement, how non-profit organizations work, re-districting, best financial strategies for your city, reducing the African American murder rate as well as the rate of incarceration and promoting African American business opportunity as topics to be covered. There will also be a special Leadership Training Institute Seminar for credits.

Historic White House Meeting: President Johnson Met with President Obama
For the first time in U.S. history, the President of the United States met with the collective leadership of the various member organizations of African American elected officials.  The National Black Caucus of Local Elected Officials, celebrating 40 years of national leadership, was among them.

NBC-LEO Elects New Leadership, Celebrates 40 Years
At the 2010 Congress of Cities & Exposition in Denver, NBC-LEO elected a new Board of Directors and councilmember Michael Johnson of Phoenix, Arizona, was elected president.  NBC-LEO also hosted its 40th anniversary membership luncheon with the presence of Terrance D. Carroll, speaker of the Colorado House of Representatives, and Wellington E. Webb, mayor of Denver from 1991-2003.
