Problem: Oak Harbor needs to complete a Comprehensive Plan update as part of the Growth Management Act, overseen by the Washington State Department of Commerce. This requires changes to their goals, policies, and regulations around housing, climate resiliency, and infrastructure. If the city is unable to provide a new plan, they risk eligibility for certain grants funds predicated on having a fully-updated Comprehensive Plan.  

Solution: The Community Development Department is in regular communication with the Washington State Department of Commerce and has adopted a public engagement plan to meet compliance standards.

Outcome: By providing deliverables to the State at key points through the update process and demonstrating progress to both the public and partner agencies, Oak Harbor has obtained grant funding and created lasting buy-in from community partners.
