Supported by the Foundation for Child Development, this toolkit serves as a roadmap for any city, regardless of size, political structure, or starting point, to gain an increased understanding of how they can elevate and prioritize early learning and the child care economy across city government and garner buy-in from a diverse set of community stakeholders.

The four cities profiled here each benefited from site visits by NLC experts, interviews and city-specific research. From this hands-on research, NLC has compiled this toolkit with tips and strategies that other local jurisdictions of any size can use to launch, grow or strengthen their own child care economy.
