National League of Cities and CyberAlliance Launch National Partnership Using SallyAI to Strengthen Municipal Cyber Resilience

Washington, D.C. & Research Triangle Park, N.C. – The National League of Cities (NLC) and CyberAlliance Consortium today announced a new national partnership to advance cybersecurity readiness and resilience across America’s cities, towns and villages.

As cyber threats increasingly target local government systems — from financial operations to utilities and emergency response — cities face mounting pressure to protect infrastructure with limited staff and resources. Through this collaboration, NLC and CyberAlliance will support a nationally coordinated Municipal Cyber Resilience Program focused on education, benchmarking and scalable approaches to cyber risk management.

Through this partnership, NLC and CyberAlliance aim to shift how cities approach cybersecurity. Rather than relying solely on reactive defenses, local leaders should focus on governance-driven strategies to assess risks, prioritize investments and make informed decisions aligned with budgets, insurance requirements and long-term planning.

“By working with trusted partners like CyberAlliance, we are helping local governments protect essential systems in a digital era,” said Clarence E. Anthony, CEO and Executive Director of the National League of Cities. “This partnership reflects our shared commitment to equipping cities, towns and villages with the tools needed to operate securely as modern technology and AI are adopted to better serve their residents.”

CyberAlliance has been named a 2026 NLC Enterprise Partner, an invitation-only designation for organizations aligned with NLC’s commitment to strengthening local government, promoting economic competitiveness and advancing civic engagement. The partnership will feature joint education initiatives, co-branded webinars, municipal benchmarking and direct engagement with municipal leaders across diverse regions and community sizes.

At the center of the program is Sally AI, CyberAlliance’s AI-powered cyber intelligence platform designed for public sector decision-makers. Sally AI translates complex technical security data into executive-ready insights to support governance, budgeting, insurance and strategic planning, while operating alongside cybersecurity tools.

“Cities do not need more alerts, dashboards or disconnected tools,” said Kendrall Felder, co-founder and chief executive officer of CyberAlliance. “They need a way to understand what the data means and what to do next. That is exactly the gap this partnership is designed to close.”

Larry Yon, co-founder of CyberAlliance, said the program was designed to provide consistent access to cybersecurity insight across municipalities, regardless of size. “Cities should not have to choose between affordability and security. This partnership ensures small and medium-sized cities and towns can access the same level of cyber protection and decision support as larger municipalities, even with very lean technology teams.”

The 2026 program will launch with a nationally representative pilot and benchmarking phase designed to inform future expansion. Cities will be able to engage through education, benchmarking and platform adoption using locally appropriate procurement pathways. Aggregate, anonymized insights will support peer learning and national education without compromising local control or sensitive data.

For public sector stakeholders, the partnership underscores the growing recognition that municipal cyber resilience is a shared national priority.
