Participants will receive a comprehensive overview of the governing legislature that established disaster response in the United States, beginning with defining “disaster” and reviewing the disaster cycle. The course will explore the physical characteristics of a floodplain, the National Flood Insurance program, and the implications of development in the Special Flood Hazard Area and the jurisdictional responsibilities and relationships between the federal government, states and territories, special districts, and local jurisdictions, including how positions within city government fit into the overall structure.
