Recovery: American Rescue Plan

On March 11, 2021, President Joe Biden signed the American Rescue Plan Act of 2021 (ARPA) into law. The ARP is a $1.9 trillion economic relief package intended to address the COVID-19 pandemic by: (1) providing direct support to families to ensure that low- and middle-income families spend no more than seven percent of their income on child care, and that the child care they access is of high-quality; (2) by upping the Child Tax Credit (CTC) from an annual lump sum payment of $2,000 per child to up to $3,600 for children under 6 and $3,000 for children up to 17; and (3) by providing $2.2 billion in emergency rental assistance to families to help pay rent and utilities, $1 billion to homeowners for mortgage payments and $1 billion in homelessness assistance including emergency housing vouchers. In this discussion, our mayors will discuss how the ARP will help their cities and the country.

Given the challenges faced today, generating natural growth within cities requires us to think bigger. COVID-19 has spread at an unprecedented pace wreaking havoc on life as we know it including, but not limited to the loss of jobs and inequities in education and healthcare. We must be inspired to innovate within and across our cities. Our will to fight back against COVID-19 can recalibrate opportunities, services, technology, and our potential to grow.
