New Chairs and Vice-Chairs Elected to Member Councils

The National League of Cities has elected new leaders for its Member Councils, which represents the variety of communities that make up NLC membership. Individuals were elected during the 2020 Virtual City Summit Conference. 

“Our Councils are an important part of how NLC ensures that we are representing the diversity of our cities, towns, and villages,” said NLC President Kathy Maness, councilmember, Lexington, South Carolina. “As the largest membership and advocacy organization for local elected officials, our Member Councils are where local officials bring together similar experiences but also share challenges – and best practices for addressing them.”  

First Tier Suburbs Council

First Tier Suburbs Council is made up of local elected officials representing a member city or town outside of central cities and inside the ring of developing suburbs and rural areas. First Tier Suburb Chairs elected for one year: 

Chair: Emmett Jordan, Mayor Pro Tem, Greenbelt, MD 

Vice Chair: Krisanna Clark-Endicott, Councilor, Redmond, OR 

Vice Chair: Ty Stober, Councilmember, Vancouver, WA 

Large Cities Council

Large Cities Council represents communities with populations of 200,000 or more. Large Cities Council chairs elected for one year: 

Chair: Amy Fowler, Councilmember, Salt Lake City, UT 

Vice Chair: Jeanette Herron, Councilmember, Bridgeport, CT 

Vice Chair: Gilbert Villegas, Alderman, Chicago, IL 

Military Communities Council

Military Communities Council is open to local officials from municipalities that host or are near a military installation. Military Communities Council elected for one year: 

Chair: Wally Campbell, Councilmember, Goodyear, AZ 

Vice Chair: Nikki Lee, Councilmember, Tucson, AZ 

Vice Chair: Clayton Perry, Councilmember, San Antonio, TX 

Small Cities Council

Small Cities Council is open to municipal officials from communities with populations of 50,000 or less. Small Cities Council chairs elected for one year: 

Chair: Carroll Watson, Mayor,Lincoln, AL 

Vice Chair: Joyce Downing, Councilmember, Northglenn, CO 

Vice Chair: Chasity Wells-Armstrong, Mayor, Kanakee, IL 

University Communities Council

University Communities Council is made up of local elected officials with an institution of higher education within their borders or within adjacent municipalities. University Communities Council chairs elected for one year: 

Chair: Steve Patterson, Mayor, Athens, OH 

Vice Chair: Greg Evans, Councilor, Eugene, OR 

Vice Chair: Will Brennan, Councilmember, Columbia, SC 

Council on Youth, Education & Families

Council on Youth, Education and Families oversees and guides and oversees the work of the Institute of Youth, Education and Families. It is made up of local elected officials as well as youth members, and representatives from national organizations concerned about families and children. 

Co-Chair: Rosalyn Bliss, Mayor, Grand Rapids, MI 

Co-Chair: Melvin Carter, Mayor, Saint Paul, MN 

Race, Equity & Leadership Council

Race, Equity and Leadership Council is made up of local elected officials working toward building a world where every local official is equipped to effectively lead and serve an inclusive and healthy community. 

Co-Chair: Jake Spano, Mayor, St. Louis Park, MN 

Co-Chair: Victoria Woodards, Mayor, Tacoma, WA 

Vice Chair: Casey Thomas, Councilmember, Dallas, TX 

Vice Chair: Janice Zahn, Councilmember, Bellevue, WA 

Advisory Council

The Advisory Council is composed of all former members of the Board of Directors who are no longer eligible for Board seats but who remain in local elected office. The NLC President appoints the Advisory Council Chair as well as any vice chair(s). This body meets three times per year in alignment with the schedule of the NLC Board. As part of their work plan, the Advisory Council supports the leadership agenda of the NLC President, identifies prospective candidates for high-level service within NLC, and contributes to the success of Federal advocacy initiatives.
