Board of Directors and Advisory Council

NLC is governed by a Board of Directors and an Advisory Council.  The Board of Directors includes three officers, all past presidents still in government service and 40 members. After completion of their two-year terms, members of the Board of Directors still in government service become members of the Advisory Council and may serve as long as they are in government service.

Committees, Councils, Networks and Constituency Groups

NLC offers a variety of committees, councils and networks where its members can help shape national municipal policy, explore city challenges and network with peers.  NLC also works with five constituency groups which reflect the diverse interests and backgrounds of NLC membership.

Membership

NLC membership includes municipalities and State Municipal Leagues, corporate partners and associate members from across the country. When a city or town joins NLC, its elected officials and staff participate in NLC's programs, activities and governance. Download Membership brochure.

The National Municipal Policy (PDF of full policy) is a compilation of federal policy positions adopted by the full NLC membership.  These positions focus on federal actions, programs and legislation the directly impact municipalities and guide NLC's federal advocacy efforts. Policy and Advocacy Committees

NLC's Policy and Advocacy Committees develop National Municipal Policy positions for consideration by NLC membership. These policy positions form the basis for the organization’s advocacy on policy matters of interest to municipal governments before Congress, the courts, and federal agencies.  NLC has seven policy and advocacy committees:

Center for Research and Innovation

The Center for Research and Innovation strives to strengthen communities, transform and improve cities, and assist city leaders, by knowing and learning about cities; identifying and sharing promising city practices; fostering effective solutions and innovation; and challenging cities and city leaders to lead.  The Center focuses on seven main program areas, including:

Enterprise Programs

NLC's Enterprise Programs provide value-added solutions and cost savings to cities by developing strategic relationships with private companies and nonprofit organizations to bring top-quality products and services to cities.  These programs help member and non member city leaders build better communities by providing business solutions that reduce the cost of city programs and consumer solutions that bring value to city residents.  NLC's current Enterprise Programs include:

Institute for Youth, Education and Families

The Institute for Youth, Education and Families (YEF Institute) is a special entity within NLC, helping municipal leaders take action on behalf of the children, youth and families in their communities. The YEF Institute focuses on nine core program areas:

Conferences

NLC's two annual conferences provide educational programming, training opportunities and peer networking. They are also the venue for NLC's goverance activities including the meetings of the Board of Directors, Advisory Council and other NLC committees and councils.

Congressional City Conference

The Congressional City Conference is NLC's annual legislative meeting, which informs municipal leaders about federal policy issues, while providing an opportunity for city leaders to bring local concerns to their congressional delegations, the Administration and federal agency leadership in Washington, DC.  Future dates include:

  • 2013 March  9 -13 (Marriott Wardman Park Hotel, Washington, DC)
  • 2014 March 8 -12 (Marriott Wardman Park Hotel, Washington, DC)

Congress of Cities and Exposition

The Congress of Cities and Exposition is NLC's annual convention which offers a broad range of learning opportunities, combined with conducting organizational business. For this conference, NLC partners with the host city to develop educational programs which allow the city to display its accomplishments.  Future dates and locations of Congress of Cities include:

  • 2012 Boston, Mass. (November 28 - December 1) 
  • 2013 Seattle, Wash. (November 12 -16)
  • 2014 Austin, Texas (dates TBD)

Seminars

NLC offers a variety of focused education and training opportunities to help local officials examine emerging issues, develop new skills and connect with other local officials from across the country.

Leadership Training Institute

NLC's Leadership Training Institute is committed to strengthening and promoting the leadership capacity of our nations' local elected officials. More than 3,000 mayors, council members and local leaders participate in Leadership Training Institute seminars and programs designed to explore the nature and practice of local government leadership.

Audioconferences and Webinars

Municipal leaders have the opportunity to participate in a series of free audioconferences and webinars hosted by NLC.  Through these calls, local officials can participate in lively discussions among NLC staff, national policy experts and city officials on key opportunities for municipal leadership.
