Webinar: Saving PACE Programs — How to Effectively Participate in the FHFA Rulemaking for Property Assessed Clean Energy Programs

Join NLC and the National Association of Counties (NACo) for an update on the Federal Housing Finance Agency's (FHFA) rulemaking affecting Property Assessed Clean Energy (PACE) programs. The free webinar will take place on March 16 from 2:00 to 3:00 p.m. Eastern time.

Last August, the U.S. District Court for the Northern District of California found that FHFA violated the Administrative Procedure Act when it issued its July 6, 2010 statement directing Fannie Mae, Freddie Mac and the Federal Home Loan Banks to refrain from purchasing residential mortgages with PACE assessments. The statement objected to local governments holding the first lien on PACE homes, calling it a significant risk to the mortgage financier, and had the effect of shutting down PACE programs across the country.

The webinar will also offer information on how to submit comments directly to the FHFA. Comments will be accepted through March 26. NLC, NACo and the U.S. Conference of Mayors submitted joint comments last week supporting local authority to implement PACE programs and calling on the FHFA to withdraw the July 6, 2011 statement.
