NLC Constituency Groups Elect New Leadership

Four of NLC’s constituency groups elected their 2014 leadership during the Congress of Cities and Exposition in Seattle. Constituency groups reflect the diverse interests and backgrounds of NLC's membership, and they work collaboratively with NLC to contribute to leadership development, policy formulation, advocacy and program activities.

NLC’s largest constituency group, the National Black Caucus of Local Elected Officials (NBC-LEO) elected Councilmember Adam McFadden of Rochester, N.Y. to serve as their 2014 president at their annual business meeting. Councilmember Jacquelyn E. Johnson of East Orange, N.J. will be the group's immediate past president.

Other officers elected to the NBC-LEO leadership include:

  • President-Elect: James Walls, mayor, District Heights, Md.
  • 1st Vice President: Priscilla Tyson, councilmember, Columbus, Ohio
  • 2nd Vice President: David Howard, councilmember, Charlotte, N.C.
  • Secretary: Lavonta Williams, councilmember, Wichita, Kan.
  • Assistant Secretary: Hanifa Shabazz, councilmember, Wilmington, Del.
  • Treasurer: Lonnie Hughes, councilmember, East Orange, N.J.
  • Assistant Treasurer: Jacobia Dowell, councilwoman, Nashville, Tenn.
  • Parliamentarian: Ricki Barlow, councilmember, Las Vegas, Nev.
  • Historian: Mary Osborne, councilmember, Savannah, Ga.

Councilmember Mildred Crump of Newark, N.J. was elected as the 2014 president of the Women in Municipal Government (WIMG) constituency group at the group's annual leadership luncheon. Mary Brown, councilmember, Gary, Ind. will serve as the group's immediate past president.

Other officers elected to serve on the WIMG Board of Directors include:

  • 1st Vice President: Mary McComber, mayor, Oak Park Heights, Minn.
  • 2nd Vice President: Mary "Dot" LaMarsh, vice mayor, Farragut, Tenn.
  • Communications Officer: Patsy Kinsey, councilmember, Charlotte, N.C.

The Gay, Lesbian, Bisexual and Transgender Local Officials (GLBTLO) constituency group elected Mayor Keith McGlashan of Shoreline, Wash. to serve as their 2014 president during the group's business meeting.

Other officers now serving on the GLBTLO Board of Directors include:

  • 1st Vice President: LaWanna Mayfield, councilmember, Charlotte N.C.
  • 2nd Vice President: Andy Amoroso, commissioner, Lake Worth, Fla.
  • Immediate Past President: Bob Gaiser, councilmember, Broomfield, Calif.
  • At-Large Members: Tom Green, commissioner, Wilton Manors, Fla.; Karen Kellen, councilmember, Lakewood, Col.; Philip Kingston, councilmember, Dallas, Texas; Adam Medrano, councilmember, Dallas, Texas

Mayor T. Oscar Trevino of North Richland Hills, Texas was elected as the 2014 president of the Hispanic Elected Local Officials (HELO) constituency group during the group's membership business meeting.

Other officers elected to the HELO Board of Directors include:

  • 1st Vice President: Joe Navarro, councilmember, Tempe, Ariz.
  • 2nd Vice President: Lydia N. Martinez, councilmember, Bridgeport, Conn.
  • Immediate Past President: Karen Avilla, city treasurer, Carson, Calif.
