Senior Associate, Policy & Legislation
POSITION TITLE: SENIOR ASSOCIATE, POLICY AND LEGISLATION CENTER/OFFICE: FEDERAL RELATIONS HIRING RANGE: $47,000 - $54,000
General Description
Responsible for monitoring and analyzing federal legislative and regulatory issues affecting municipalities; gathering information and preparing analyses, briefing papers, updates, and oral presentations. Also responsible for overseeing and coordinating NLC’s policy development process. Reports to the Director, Federal Relations.
Examples of Work
Supports committees of city officials that formulate policy statements on targeted federal issues with an emphasis on ensuring the consistency and quality of committee agendas, materials, and facilities.
Supports the policy adoption process at the annual Congress of Cities, including coordinating and staffing the Resolutions Committee and Credentials Committee and policy responsibilities at the annual business meeting.
Assists in the leadership/committee appointment process by providing background information on potential candidates and coordinating related materials.
Monitors congressional hearings, legislation, and proposed regulations to determine potential impacts on municipalities and communicates with Congress and federal agency staff regarding these activities.
Maintains tracking system for NLC’s legislative priorities and other legislation as needed.
Collaborates and coordinates with Center staff on the development of communications to Congress and the federal agencies regarding legislative and regulatory activity and requests for action to NLC members on key federal policy priorities and ensures the dissemination of these communications.
Provides drafting and editing support to Center Staff as needed in the preparation of regulatory comments and congressional testimony.
Writes articles for organizational publications and briefing papers to educate and inform NLC membership about federal activities.
Provides leadership and staff support for high-priority initiatives and events hosted by the Center, including Hill visits by NLC constituency groups, state municipal leagues, and other NLC members and membership groups.
Makes presentations and briefings to municipal officials on key issues.
Responds to general inquiries from NLC member cities, state municipal leagues, and other interested parties as appropriate.
Travel required.
Performs other related duties as assigned.
Required Education and Experience
Bachelor’s degree in political science, public policy, or related field; minimum four years of relevant work experience; experience in federal or local government or on Capitol Hill, preferred; or a combination of education and experience which provides the required knowledge, skills, and abilities.
Required Knowledge, Skills, and Abilities
Strong writing, editing, organizational, and communication skills; knowledge of federal legislative and regulatory processes and experience working with municipal officials preferred; and ability to interact effectively with city and federal officials, representatives of other organizations, consultants or contractors, and all levels of NLC staff.
