Stronger Schools, Stronger CitiesStronger Schools, Stronger Cities (2004)

The first in a series on "Lessons Learned" from the YEF Institute's technical assistance projects, this report shows insights and strategies from the six cities that participated in the Municipal Leadership in Education (MLE) technical assistance project.

The project describes the efforts of the Cities of Charleston, S.C.; Columbus, Ohio; Fort Lauderdale, Fla.; Lansing, Mich.; New Haven, Conn.; and Portland, Ore., and provides lessons emerging from these cities' experiences, contact information for project team leads, a list of collaborating organizations that participated in the project, and further resources on improving public schools.

Transitional Jobs: A Workforce Strategy for CitiesTransitional Jobs: A Workforce Strategy for Cities (2006)

Transitional jobs programs provides a framework for cities to serve those with significant barriers to employment. These programs provide time-limited, wage-paying jobs – typically in public and nonprofit agencies – combined with skill development activities and related support services, to help participants be hired in and retain unsubsidized jobs.

This report describes lessons learned during NLC's 2002-04 Transitional Jobs technical assistance project, in which nine cities designed transitional jobs programs to help residents overcome significant barriers to work.

Vital PartnersVital Partners: Mayors and Police Chiefs Working Together for America's Children and Youth (2006)

This report, developed through a project funded by the U.S. Department of Justice Office of Community Oriented Policing Services (COPS) and conducted in partnership with the International Association of Chiefs of Police, highlights mayor-law enforcement partnerships to keep young people safe in 17 cities and towns.

Partnerships featured include those from the cities of Boston, Burnsville, Minn., El Paso, New Brighton, Minn., New Haven, Sallisaw, Okla., and San Jose.

Beyond City LimitsBeyond City Limits: Cross-System Collaboration to Reengage Disconnected Youth (2007)

This report highlights eight cities - Albany, N.Y., Baltimore, Boston, Corpus Christi, Texas, Philadelphia, San Diego, San Francisco and San Jose - in which municipal leaders are collaborating across public systems on behalf of disconnected youth. 

The report highlights leadership keys that have been important in each of these cities and summarizes several key ingredients for success: the importance of mayoral leadership, the need for an effective coordinating body, and accountability structures and the use of data to ensure results.

Supporting ParentsSupporting Parents: Promising City Efforts to Promote Early Childhood Success (2007)

This report highlights lessons for promoting early childhood success from six cities that participated in NLC's Cities Supporting Parents of Young Children technical assistance project.

These cities focused on supporting parents of young children through communication campaigns to educate parents about how they can support healthy early childhood development; initiatives to connect families with early childhood resources; programs to engage and empower parents; and efforts to establish or expand family-friendly workplace policies.

Setting the Stage for New High SchoolsSetting the Stage for New High Schools: Municipal Leadership in Supporting High School Alternatives (2007)

This report outlines seven key policy conditions that facilitate the expansion of alternatives and options for dropouts and other students who struggle in traditional high school settings, as well as promising collaborations among mayors, school district officials, and alternative high schools program innovators. 

In particular, the report showcases municipal leadership in Atlanta, Boston, Corpus Christi, Hartford, Phoenix, San Jose, and Seattle. The report concludes with a list of recommendations for mayors and program innovators.

Whatever It TakesWhatever It Takes: How Twelve Communities Are Reconnecting Out-of-School Youth (2006)

This American Youth Policy Forum report provides background on the high school dropout problem and describes in-depth what twelve communities are doing to reconnect dropouts to education and employment training. It also includes descriptions of major national program models serving out-of-school youth.

Individual case studies highlight promising approaches in the following communities: Dayton, Ohio; Louisville; Austin; Salt Lake City; Portland, Ore.; Oakland; Trenton; Baltimore; Tucson; Camden, N.J.; Milwaukee; and Philadelphia.

Engaging CitiesEngaging Cities: How Municipal Leaders Can Mobilize Communities to Improve Public Schools (2006)

This report published by the Annenberg Institute for School Reform at Brown University in cooperation with the YEF Institute and its Mayors' Education Policy Advisors Network (EPAN) looks at five cities where mayors have engaged the public and built civic capacity around education reform, using the leverage of their offices in strategic ways.

The stories of Denver, Akron, Long Beach, Nashville, and New York identify and describe practical, high-yield strategies and solutions mayors are using and resources they have found or created.

Combating Poverty: Emerging Strategies from the Nation's CitiesCombating Poverty: Emerging Strategies from the Nation's Cities

This report highlights local poverty reduction strategies from 13 cities across the nation. The survey responses compiled in the report demonstrate how municipal leaders are well-positioned to lead citywide initiatives to reduce poverty.

Common themes highlighted in the report include municipal efforts to: create a coordinating entity to sustain progress over time; select specific targets for action; target vulnerable populations or neighborhoods; and push beyond traditional boundaries.
