Youth Delegate Sessions at the Congress of Cities Conference

As part of NLC's continuing efforts to promote youth participation in local government, municipal officials are encouraged to bring youth (High School Students) with them to the 2014 Congress of Cities Conference as youth delegates. The conference will be held November 18 – 22, 2014 in Austin, Texas.

Youth delegates (High School Students) participate in the Congress of Cities as representatives of their local city youth councils. The registration fee for youth delegates is $110. Youth are considered full conference delegates and the youth delegate fee covers the conference packet, badge, and admittance to all open sessions and workshops (except those that require a separate fee).  In addition, youth delegates have several special "youth-only" sessions described below.

The following is not an exhaustive list of events and times are subject to change. Please see the final conference program for details and locations for these sessions.

Thursday, November 20
1:30 p.m. – 3:00 p.m.
Congress of Cities Opening General Session

3:15 p.m. – 6:15 p.m.
Youth Delegates Orientation
This session will allow youth delegates to meet each other and share relevant experiences, become familiar with the purpose of youth participation in NLC activities, and learn more about the structure of and context for the conference. Additionally youth will learn about leadership styles and how to develop their leadership skills.

7:00 p.m. – 10:00 p.m.
Youth Social
This event is an opportunity for youth delegates to visit and participate in activities at the Millennium Youth Entertainment Complex.  Youth will have the opportunity to network and socialize with fellow delegates during bowling, roller skating, arcade games, DJ and dancing, and a movie theater.  Dinner and transportation to and from the conference center to the complex will be provided.

Friday, November 21

Congress of Cities Opening General Session

10:30 a.m. – 12:00 p.m.
Workshops

12:15 p.m. – 3:15 p.m.
Youth Delegates Forum
During this session youth will focus on a variety of ways that youth can help shape and strengthen their communities through their involvement in local government. Round table rotations and cross city discussions will advance youth delegate’s knowledge of how to address topics like; substance abuse, distracted driving, suicide awareness and more. Lunch will be provided.

3:30 p.m. – 5:00 p.m.
Workshops

Saturday, November 22
8:00 a.m. - 9:00 a.m.
Youth Delegate and Elected Officials Breakfast
This session will allow youth delegates and local elected officials to come together to network, learn from each other, and discuss ways they can work together to address important issues in their communities. The style of this session is similar to speed dating.  Elected officials will remain at an assigned table and youth will rotate from table to table every eight minutes.  Breakfast will be provided.

9:00 a.m. - 11:00 a.m.
Youth Delegates Wrap-up
This session provides an opportunity for youth delegates to reflect on their conference experience and develop a plan for using what they have learned to take action when they return home.  Saturdays focus includes an in depth look at how youth councils can effectively host community wide service projects.  After hearing from an expert, youth councils will team up to develop an action plan to take back and implement in their communities.
