The NLC America Downtown^_® Program is a highly successful and affordable technical assistance program created to provide hands-on help to city officials who want to start, refocus, or energize their Downtown enhancement efforts in partnership with the private sector.

America Downtown® brings together the local government insight of the National League of Cities and the Downtown expertise of HyettPalma, Inc., offering a combination of strengths and individualized assistance not available anywhere else.

The NLC America Downtown® Program offers a proven, implementation-oriented approach to revitalizing your Downtown's economy. The result is customized recommendations for enhancing your Downtown.  A variety of services is offered:

The Downtown Action Agenda
Comprehensive, individualized, practical, and strategic, the Downtown Action Agenda provides a step-by-step game plan enabling your Downtown to realize its full economic potential. Every Downtown Action Agenda includes the following four elements:

• Your community’s Downtown Vision, defined by engaging a broad cross-section of your constituents;
• A statistical Downtown Market Analysis, quantifying the economic potentials available to your Downtown;
• A market-driven Course of Action, designed to enable Downtown to attain your community’s vision and capture the economic opportunities revealed in the Downtown Market Analysis; and
• Recommended Roles & Responsibilities for the public, business, and not-for-profit sectors, generating active involvement across the entire community in implementing the Downtown Action Agenda. 

Phased Services
If your city is unable to undertake a comprehensive Downtown enhancement program at this time, this option offers the flexibility to complete the key elements of the Downtown Action Agenda in phases.

Update Services
Offered to former America Downtown® participants, this reduced-fee service is a cost-effective way to refresh your existing Downtown Action Agenda and propel your Downtown on to the next level of economic success.
