Handling billions in portfolios, Pioneer recovers the full spectrum of debt for all levels of government: from federal agencies such as the Departments of Treasury and Education to cities like Philadelphia to hundreds of smaller counties and municipalities. Combining the scale of an industry leader with the focus you’d expect from a local partner, Pioneer tailors for our clients an approach that maximizes revenues while maintaining the highest standards of integrity and customer relations.
For over 30 years, Pioneer has led the debt collection industry, returning over $6 billion to clients at all levels of government. In contracts with the Department of Education over the last 13 years, Pioneer has consistently ranked first or second among multiple vendors, recently scoring our third consecutive first place finish after returning $934 million to the department, 30% more than our second place competitor. Within the last year, Pioneer has won multiyear contracts with the Delaware Division of Revenue, the NJ Department of Treasury, and the Ohio AG’s office.
Pioneer ran a tax amnesty program that, in 60 days, returned $255 million to Indiana, three times the state’s goal — a record repeated in Delaware and Philadelphia and bested in Oklahoma, where five times the state’s target was collected. Through subsidiary SC Services acquired in 2011, we serve courts and municipalities of all sizes, including 60% of all court collections in Florida. And in Maricopa County alone, Pioneer streamlined a $168 million portfolio with 124 different debt types, ramping up seamlessly to replace two lower-performing vendors who had shared the contract.
Additionally, Pioneer brings to every contract the financial strength and expertise of their Fortune 500 parent company, Sallie Mae, investment in state-of-the-art IT infrastructure, top-line telecommunications systems, meticulous compliance process control, and proven collections methodologies. We also bring the attention of 1,000 employees from across the nation - including seasoned top management, dedicated client services staff, experienced collectors, and hundreds of staff members charged with fine-tuning Pioneer's methods to keep pace with the rapidly changing collections industry.
Our intensive training programs stressing customer service, confidentiality, and compliance with a nationally recognized new-hire module - that instill in our employees the highest ethical standards, create layers of accountability across all departments, and ensure risk is managed consistently, a stellar reputation, including an "A+" rating from the Better Business Bureau and their "Torch" award for integrity.
