Hispanic Elected Local Officials


Hispanic Elected Local Officials (HELO) constituency group was established in 1976 to serve as a forum for communication and information exchange among Hispanic local elected officials and their colleagues within the National League of Cities (NLC).


In addition to providing training and information services to its members, HELO also provides guidance to the NLC Board and to its policy committees on major public policy issues affecting the Hispanic and Latino communities.  In recent years, these issues, brought forth by HELO's Board of Directors, have included the education of Hispanic youth, immigration reform, bilingual education, voting rights, and minority business enterprise programs.

HELO welcomes new and returning members each year.  The easiest way to join HELO is by paying annual dues and fees via the November Congress of Cities registration process.  Information about joining and dues and fees is available on the NLC Congress of Cities registration form.  Dues and fees can be paid online in conjunction with the NLC conference registration fee.  Prospective new members may also join throughout the year by filling out the membership application located in the membership brochure and submitting it to NLC via its instructions.

The HELO Board of Directors is elected annually at the NLC Congress of Cities from the group’s membership.  Each year, members are encouraged to submit their nominations for service on the Board.  For information about Board nominations and an application form, see the section about membership.

HELO President's Message to HELO Members
 

HELO Focuses on Leadership, Past and Present

At the 2010 Congress of Cities & Exposition in Denver, HELO co-sponsored an NLC Leadership Training Institute (LTI) seminar, "Local Leaders as Conveners for Collaborative Problem Solving."  Also, the HELO bylaws were amended by the membership to implement two-year terms for the officers of HELO.
