NBC-LEO Foundation

Administered by the National League of Cities, the NBC-LEO Foundation, Inc. has as its mission to support and conduct non-partisan research, technical assistance, training, and educational and informational activities and programs to advance African American political participation at the local level, promote municipal employment of African Americans, and develop positive perceptions about government by African American citizens.

The Foundation was established by the National Black Caucus of Local Elected Officials (NBC-LEO) constituency group of the National League of Cities (NLC) in the mid-nineties. In 2007, it began to launch the operation of the Foundation which operates as a separate entity from the NBC-LEO constituency group.

At its Annual Summer Conference in 2007, "Rebuilding the Gulf Coast," in Biloxi, Mississippi, the National Black Caucus of Local Elected Officials formally elected the Foundation's initial Board of Directors. The NBC-LEO Foundation also established a formal partnership with the National League of Cities by which NLC acts on behalf of the Foundation as its administrative agent. NLC serves to implement the Foundation's ongoing operations based in Washington, D.C.
