Cities have been facing continued federal disinvestment, most recently with sequestration. This week the President unveiled his FY2014 budget proposal, at a time when the basic needs of cities' most vulnerable populations are growing, workforce skills are not keeping pace with employer demand, unemployment levels remain too high, and resources to maintain and improve the nation's infrastructure are shrinking or under attack.  Will trends in federal disinvestment continue? What will be the impact of the President's budget on cities?
