Awards Overview:
The programs are evaluated by a panel of judges. Eight winners are chosen from four population categories, with a gold and silver winner in each category. The winning cities are nationally recognized and celebrated during NLC's Congress of Cities Conference and Exposition, held in November of each year. In addition, winners receive a donation to a local non-profit organization of their choice.
Nomination Criteria:
Nominated programs are judged on several criteria: successful public-private partnership ventures; productive citizen and community collaborations; effective management of municipal resources (public or private); innovative government policies; project implementation with tangible results; and the ability to replicate the project in other cities.

2009 Silver Award Winner Green Seattle Partnership Seattle, Washington Population Category Over 500,000
A collaborative partnership will restore 2,500 acres of Seattle’s forested parkland by 2025. By mobilizing residents to donate 2 million volunteer hours and plant 200,000 trees, the Green Seattle Partnership will create healthier and more livable communities and pass on a legacy of community service to future generations.
“Seattle's trees and green spaces help reduce global warming, clean our air and water, provide wildlife habitat and create a sense of place that is a vital part of Seattle’s identity. The 80,000 volunteer hours each year Seattle residents invest in restoring our urban forest through the Green Seattle Partnership are a demonstration of tremendous passion and commitment to a healthy, livable city for this and future generations.”

2009 Silver Award Winner St. Louis Alliance for Homeownership Preservation St. Louis, Missouri Population Category 150,001-500,000

Addressing a rapidly growing foreclosure rate, the Mayor partnered with local agencies to reduce the number of home foreclosures in St. Louis. The program has experienced an astounding success rate, with 97 percent of participants keeping their homes and nearly a thousand families receiving counseling and case management support.
"The work of the St. Louis Alliance for Homeownership Preservation has meant a great deal to both our citizens and the City of St. Louis. Working in partnership with the City, the Alliance has helped more than 400 families save their homes from foreclosure through counseling, intervention and financial support. This means that our neighborhoods are more stable, more of our families have remained intact, and these homeowners have preserved their dignity. We are thrilled with this program’s results.”
