The National Municipal Policy (NMP) contains the formally adopted positions of the organization on national issues of concern to the nation’s cities and towns. NLC focuses its policy positions on federal actions, programs, and proposals which directly impact municipalities, and the resulting document guides NLC’s federal advocacy efforts.
For the National League of Cities, policy is a dynamic statement driven by its membership. With its annual policy development process, NLC looks ahead by attempting to identify emerging issues of immediate and long-term consequence to the nation's cities and towns. For each of the seven chapters of the NMP, a committee of NLC members develops and revises policy on the issues in that committee's jurisdiction.
NLC policy positions can take one of two forms: 1. Standing Policy - The policy chapters are the standing positions of the organization. Policy language remains in effect permanently unless it is amended by the NLC membership. 2. Resolutions - To address particularly timely issues or specific pieces of legislation, resolutions are annual statements of position. Resolutions cannot override standing policy as stated in the NMP. Resolutions are adopted at the annual Congress of Cities and sunset after one year unless action is taken to renew it for another year or incorporate it into permanent policy language.
