Tenant Users Liability Insurance Program (TULIP)
TULIP provides inexpensive insurance for individuals and groups renting city property for special events. TULIP covers liability for bodily injury to third parties, as well as the user's liability for damage to the city's property. Liquor liability coverage is available if needed. TULIP provides cities, tenant users and risk pools with a coverage solution for what otherwise might be claims against the city. For more information about TULIP contact Claire Reiss.
Service Line Warranty Program
The Service Line Warranty Program is an NLC value-added program that protects residents against the high cost of repairing or replacing broken or leaking water or sewer lines on their property. The program benefits cities and risk pools by reducing complaints and providing a source of funding for repairs.
NLC Mutual
The National League of Cities Mutual Insurance Company (NLC Mutual) is a member-owned captive reinsurance company founded in 1986. NLC Mutual reinsures general and automobile liability, workers' compensation and property programs for its 27 member pools.

Pool Management Training Opportunities
Essentials in Risk Pool Management is a one-course certificate program, developed through a collaboration of NLC-RISC, the Association of Governmental Risk Pools (AGRiP), California Association of Joint Powers Authorities (CAJPA) and Insurance Educational Association (IEA). The curriculum provides a risk pool participant with theoretical and practical knowledge, which provides a solid foundation to successfully work within or manage the risk pool. Completion of Essentials in Risk Pool Management satisfies one of the five required courses for the Associate in Risk Pool Management Designation.
A largely self-directed program, the Associate in Risk Management designation curriculum provides risk pool managers and prospective risk pool managers with theoretical and practical knowledge needed to successfully manage the risk pool.
RISC Report
The RISC Report is a monthly electronic newsletter that is distributed to league pool administrators and subscribed staff members. To subscribe to the RISC Report, please contact Catherine Moses at moses@nlc.org.
The RISC Report contains news of interest to state league intergovernmental risk pools, such as new and innovative programs recently initiated by league pools, activities at NLC-RISC, NLC-Mutual and NLC affecting or involving state league pools, and articles on important pooling issues.
League pools are invited to suggest topics or submit articles to Erin Rian at erian@nlcmutual.com.

2010 NLC Directory for State Municipal Leagues and League Risk Pools
An e-mail list (listserv) is a list of e-mail addresses of people interested in a certain subject. Each listserv has its own address for distribution among its members. NLC-RISC has created the following listservs available only to NLC-RISC member league and pool staff:
- Pool Administrators - a discussion list for pool administrators only.
- Claims
- Health & Wellness
- Loss Control
- Underwriting
NLC-RISC also sponsors a listserv in coordination with the Association of Governmental Risk Pools (AGRiP) on the topic of health care reform, open to any pool whether or not sponsored by a state municipal league. In addition, other topical listservs are available through NLC and may be of interest to NLC-RISC members. A list can be found under State Municipal Leagues.
Pool staff are encouraged to participate in multiple listservs as appropriate for their function. Any listserv subscriber can submit content or reply to content posted. Any message posted to the listserv will be distributed to every other member of the listserv.
