Responsible for establishing a new City Solutions Institute to strengthen the capacity of municipal leaders to create strong local economies, safe and vibrant neighborhoods, world-class infrastructure, and a sustainable environment. Oversees direct research and research partnerships to support NLC’s policy priorities, raise public awareness about city fiscal and economic conditions, and support local best practices. Reports to the Executive Director, NLC.
Examples of Work
Defines goals and priorities for the Institute in terms of value for member cities.
Builds partnerships with issue experts, funders, and other relevant networks to strengthen municipal capacity.
Creates a robust set of education, training and peer networking opportunities related to the city practice issues covered by the CS Institute, in close coordination with the Director of NLC University and the Executive Director of the Institute for Youth, Education and Families.
Manages the work of staff to ensure timely, high-quality delivery of service to members.
Working with the Strategic Communications Advisor, Digital Engagement Director, and Director of Member Relations and Marketing, effectively communicates about the mission of the Institute, markets the knowledge and support available through the CS Institute, and actively seeks out member engagement opportunities.
Oversees the development and implementation of NLC’s research agenda to support organizational priorities, inform NLC’s policy development and federal advocacy efforts, and raise NLC’s profile as a source of information on cities.
Develops and oversees a budget for the center, with increasingly greater reliance on grant funding.
Submits reports on CS Institute activities and expenses to funders.
Directs a staff of 3, covering best practice and research.
Travel required.
Performs other duties as assigned.
Required Qualifications and Experience
Master’s degree required; minimum of ten years progressively responsible relevant work experience in local government, public policy research organization, or public interest group, or a combination of education and experience which provides the required knowledge, skills and abilities.

Knowledge of local government issues and concerns, and a demonstrated commitment to creating vibrant, livable communities. Experience which demonstrates initiative, leadership skills, and ability to establish and work closely with diverse partners in the public, private, non-profit and academic sectors. Excellent oral, written and interpersonal communication skills. Ability to interact effectively with members, the public, and all levels of NLC staff. Ability to participate as a member of the executive staff and assist the Executive Director and Deputy Director with program development and organizational management.
