The National League of Cities is seeking an experienced professional as the Chief Financial Officer who plans, directs and controls the organization’s overall financial plans and policies along with its accounting practices and the conduct of its relationship with the NLC Board and financial community. This position insures the efficiency of NLC’s financial operations and develops and coordinates necessary and appropriate accounting and statistical data for the association. Maintains the financial integrity of the organization, Serves on the NLC management team, and assists in planning and implementing organizational goals and objectives.
Reports to the Deputy Executive Director; supervises a staff of three.
Examples of Work
Participates in NLC’s plans and programs as a strategic programs as a strategic partner.
Translates the strategic and tactical business plans into financial strategic and operational plans.
Evaluates and advises on the impact of long range planning of new programs/strategies and regulatory action as those items impact eh financial resources of the organization.
Manages the operation of the finance office and implements accounting and payroll policies and procedures.
Responsible for NLC/NLCI financial reporting, cash management, investment, and compliance reporting. Makes recommendations to management to control costs and ensure the fiscal stability of the organization.
Under the direction of the Deputy Executive Director, responsible for NLC/NLCI budget development; provides budget and operating analyses to executive office and center/office directors.
Responsible for financial component of subleasing activities, including review of proposals, financial analyses, calculation of subtenant increases, and collections.
Responsible for building fund oversight and financial reporting. Oversees the financial and contractual administration of grants and contracts. Develops benefit and indirect cost allocation budgets and negotiates overhead rates with cognizant agency.
Responsible for oversight of NLC’s interest in 1301 Partnership and monitors investments.
Reviews and analyzes new entrepreneurial proposals for the Executive Office.
Provides staff support to Finance Committee.
Responsible for financial component of pension plan administration, including keeping current on tax law changes affecting NLC/NLCI’s pension plan and assuring that salary deductions and contributions are consistent with the pension plan document and tax laws; serves as a member of the Pension Plan Administrative Committee.
Manages the annual audit and responds to management letter recommendations.
Prepares and files all required tax returns, keeps abreast of current tax developments, assesses their effect on NLC and makes appropriate recommendations.
Maintains the NLC automated data base and produces appropriate reports using the automated system.
Directs a staff of 3, including defining goals and priorities and providing leadership and direction.
Develops and manages office budget.
Occasional travel required.
Performs other related duties as assigned.
Required Education and Experience
Bachelor’s degree in business administration or accounting; master’s degree or CPA preferred; minimum ten years progressively responsible relevant work experience in financial management, budgeting and accounting, preferably in a non-profit association, or a combination of education and experience which provides the required knowledge, skills, and abilities.
Required Knowledge, Skills, and Abilities
Thorough knowledge and technical expertise in accounting principles and practices, budget preparation, allocation and maintenance, accounting for grants and contracts and knowledge of federal laws and regulations affecting contract or grant finance; experience in developing and administering indirect cost allocation plans, and managing cash and investments; knowledge of tax laws related to payroll and pension administration; supervision of staff; ability to participate as member of the executive staff and assist the Executive Director and Deputy Executive Director with organizational management; excellent oral, written, and interpersonal communication skills; ability to interact effectively with members, vendors, and all levels of NLC staff.
