Preventing Gang Violence and Building Communities Where Young People Thrive (2010)

This toolkit draws upon lessons learned over the past three years from the California Cities Gang Prevention Network, a 13-city network sponsored in collaboration with the National Council on Crime and Delinquency to identify strategies for reducing gang violence and victimization.  Each of the network cities has developed and is now implementing a comprehensive gang reduction plan that blends prevention, intervention and enforcement techniques.

Implementing a Citywide Gang Violence Reduction Strategy (2008)

This strategy paper highlights comprehensive, citywide gang prevention initiatives in San Jose, San Bernardino, and Santa Rosa, Calif. These strategies are derived from lessons emerging from the California Cities Gang Prevention Network.

The strategy paper shows how these three cities have addressed the essential elements of a local gang violence prevention action plan, and blended prevention, intervention, and enforcement strategies.

Vital Partners: Mayors and Police Chiefs Working Together for America's Children and Youth (2006)

This report, developed through a project funded by the U.S. Department of Justice Office of Community Oriented Policing Services (COPS) and conducted in partnership with the International Association of Chiefs of Police, highlights mayor-law enforcement partnerships to keep young people safe in 17 cities and towns.

Partnerships featured include those from the cities of Boston, Burnsville, Minn., El Paso, New Brighton, Minn., New Haven, Sallisaw, Okla., and San Jose.

Action Kit for Municipal Leaders on Protecting Children and Youth (2001)

This action kit highlights steps municipal officials can take to help prevent youth violence, reduce child abuse and neglect, and otherwise protect the safety of children and youth.

Steps recommended in the action kit include setting the agenda, working with schools, targeting high-risk children and families, reaching out to youth, promoting partnerships with police, supporting parents, and restricting access to guns. The kit also contains a list of numerous key facts and federal resources.

InstaPoll on Youth Curfews (2005)

This 2005 NLC poll of local officials in 436 cities provides data on how many cities enforce youth curfews, and their views on the effectiveness of curfews in fighting juvenile crime, truancy, and gang violence.  The poll also offers a comparison with survey results from 2003, 2001, and 1999.

Resources on the Impact of Media Violence on Children

On April 17, 2007, Bart Peterson, former mayor of Indianapolis and 2007 NLC President, convened a Summit on Media Violence and Interactive Roundtable Discussion on the Role of Cities.  The Summit brought together more than 100 city officials from across the country, along with representatives from the entertainment industry, nationally-recognized public health and media experts, and other key stakeholders.

The purpose of the Summit was to discuss the effect that exposure to media violence has on children and youth, to get diverse perspectives from industry representatives, law enforcement officials, city leaders, and youth, and to focus on roles that municipal officials can play in raising public awareness and educating parents on protecting children and youth from graphic violence in television, movies, video games, music and the Internet.
