City Leaders Supporting Afterschool and a New Day for Learning Project (2008)
The YEF Institute is sponsoring a new technical assistance initiative with support from the Charles Stewart Mott Foundation to help municipal leaders build strong citywide afterschool systems. Cities selected for phase one of the project include: Albany, N.Y.; Cincinnati, Ohio; Morgantown, W.Va.; Omaha, Neb.; St. Paul, Minn.; Tampa, Fla.; Tulsa, Okla.; and Vancouver, Wash. City Leaders Engaged in Afterschool Reform Project (2005-07)
The City Leaders Engaged in Afterschool Reform (CLEAR) project involved 12 cities in its first phase, in which cities assembled leadership teams of community partners and developed targeted action plans to build citywide systems of afterschool programs for young people and to align in-school instruction with the learning that occurs after school.
The Institute selected eight cities to receive assistance in phase two of the project. These cities included: Alexandria, Va.; Baton Rouge, La.; Bridgeport, Conn.; Boise, Idaho; Denver, Colo.; Florence, S.C.; Las Cruces, N.M.; and Salt Lake City, Utah. The selected cities received assistance on a variety of issues, including:
- Improving the quality of afterschool programs;
- Reducing program duplication;
- Mapping the community to determine where programs are located and working to ensure that young people have access to programs;
- Building public will and support for afterschool initiatives; and
- Strengthening the financial support for programs.

Integrating Education and Afterschool Project (2003-05)
The Integrating Education and Afterschool Project was an 18-month initiative to assist municipal leaders in viewing afterschool programs as an essential resource in efforts to raise student achievement. The six cities involved in the project were Brockton, Mass.; Cleveland, Ohio; Little Rock, Ark.; Norfolk, Va.; Pasadena, Calif.; and Waco, Texas. Each city focused on three goals:
- Improving coordination and communication between school and afterschool programs;
- Integrating learning standards in afterschool; and
- Addressing the needs of the whole child.
Municipal Leadership for Expanded Learning Opportunities Project (2001-04)
The Municipal Leadership for Expanded Learning Opportunities (MLELO) project was an intensive, 30-month technical assistance effort to develop and implement strategies for expanding learning opportunities during the non-school hours in Charlotte, N.C.; Fort Worth, Texas; Fresno, Calif.; Grand Rapids, Mich.; Indianapolis, Ind.; Lincoln, Neb.; Spokane, Wash.; and Washington, D.C.
Over the course of this project, these cities increased the availability and improved the quality of expanded learning opportunities for children and youth in their communities, and identified several "lessons learned":
- Engaging residents and key stakeholders takes time, as well as a commitment to developing a community-wide vision and goals;
- Developing standards has to be a collaborative enterprise involving providers and the broader community;
- Ensuring coverage in underserved communities requires both new investments and effective outreach to parents;
- City leadership is essential to ensure funding and develop plans for long-term sustainability.
