Early Childhood Success Peer Networks
Early Care and Education City Network
Overview
Formed in May 2001, the Early Care and Education (ECE) City Network provides the training, tools, and supports that local officials need to improve outcomes for young children ages 0-5. This network assists municipal leaders in improving child development, child care, early learning programs, and early care and education systems. Specific areas of focus include reaching children in family, friend, and neighbor care (FFN) settings, promoting early literacy, and supporting school readiness. The network is made possible by the generous support of the Annie E. Casey Foundation.
Membership
Approximately 350 people participate in the network, including local elected officials, senior municipal staff, other policymakers, researchers, practitioners, and national partner organizations. This network is open to all municipal officials who are interested in joining.
Benefits
- Bi-monthly e-newsletter: The ECE network receives bimonthly email updates that highlight YEF Institute activities and resources, showcase promising city efforts, spotlight strategies and approaches to improving early care and education, and include additional resources, research, and relevant news items.

Early Childhood Learning Community
Overview
Formed in June 2003, the Early Learning Community reaches a smaller group of city officials who regularly share ideas and explore topics of interest related to early childhood. This interactive learning community interacts via quarterly conference calls. Key areas of focus include: developing a strong early care and education infrastructure; early childhood policy at the federal and state level; and innovative models of program development and service delivery. The network is made possible by the generous support of the Annie E. Casey Foundation.
Membership
The Early Childhood Learning Community is a closed network composed of 40 local elected officials and key municipal staff representing cities that have taken an active role in improving early care and education.
Benefits
- Quarterly conference calls: Through quarterly conference calls, Early Childhood Learning Community members share ideas and challenges, mentor each other, gain valuable insights on what works, and develop new approaches to support early childhood. YEF Institute staff and guest speakers provide guidance and feedback to the group, with a goal of helping members develop effective early childhood action plans.
