The Youth Commission of Olmsted County was formed in 1993 in a unique city-county partnership between the city of Rochester and Olmsted County, which both provide funding for the group. The Youth Commission partners with local government, businesses, community organizations and educational institutions to advocate solutions addressing the needs of youth. The Youth Commission is comprised of 16 youth and 16 adults, in an effort to promote intergenerational learning.

Over the past 9 years, the “Art in the Sky” project has been a staple of the Olmstead Youth CommissionApproximately 2,000 works of youth art have been displayed.  All public and private high and middle school students in Olmsted County are eligible to submit work.  Occasionally, the art work of younger students is displayed as well, depending on space. High school art teachers collect the work and assist with hanging.

The display space for Art in the Sky is located in a skyway walkway between a downtown parking ramp, the public library and downtown hotels, so there is a lot of foot traffic in that area. Three shows per year offer displays of art in every medium. The shows run from September to December, from January to May and lastly, from May to September.

Art in the Sky received the Rochester Urban Design and Environment Award for Creative Initiative in 1998. Cabinets and space for Art in the Sky were built and funded by the City of Rochester. It is an innovative outlet to support youth talent in the arts.
