Gary Locke, Tom Vilsack, and Adolfo Carrion spoke during the general session on Tuesday morning, March 16. Carrion was also the keynote speaker for the annual Celebrate Diversity Breakfast, held on March 15 and hosted by NLC’s constituency groups. In addition to the cabinet secretaries, Karen G. Mills, administrator of the Small Business Administration, Lisa Jackson, Administrator of the EPA and Ambassador Ron Kirk of the Office of the U.S. Trade Representative, also spoke to general session attendees. Conference Program Agenda
With economic recovery underway, but full recovery for cities still a long way off, both the Administration and Congress will continue to have significant impact on the future of our communities. At the conference, city officials had the opportunity to learn about federal issues important to America’s cities and towns, to lobby Congress on those priorities, and to be a part of the unified voice we present to the Administration and Congress.
The conference program included general sessions featuring national leaders, members of the Administration and Congress, workshops to learn more about key issues and NLC’s federal policy positions, and a chance to flood Capitol Hill and advocate in favor of federal priorities for America’s cities and towns.

Pre-Conference Leadership Training Institute Seminars
The Leadership Training Institute (LTI) is designed to meet the education and training needs of local elected government leaders. Nearly 3,000 mayors, council members and local leaders participate annually in more than 30 different LTI leadership seminars and programs designed to explore the nature and practice of local governmental leadership. LTI seminars are crafted so participants will obtain current resources, develop strategies, build skills, and engage in small group discussions and exercises with their peers from other communities. All Leadership Institute seminars are offered on a fee basis.
A delegate can add and pay for seminars using the conference registration process. Visit the LTI website for more information about the institute.
