The Congress of Cities and Exposition serves as the National League of Cities "annual convention" and offers a broad range of learning opportunities, access to governance and policy-setting meetings, and multiple opportunities for knowledge-sharing between peers. 

In 2009, 97 % of respondents to the conference's evaluation reported the conference fulfilled their reasons for attending, with 88% reporting conference programming as either good or excellent.

This conference is unique in that it partners with the Hosting City to develop educational programs which allow the city to display its most innovative programs. Through Mobile Workshops (off property educational sessions), Spouse/Guest Tours (opportunities to visit showcase venues), and a variety of other resources, delegates are offered the chance to explore the city and the surrounding region for its educational value.  In 2010, examples of regional collaboration will be showcased in City of Denver City Showcase offerings as well as Mobile Workshops along with many other innovative ideas and programs.
